Major-works licence: when your renovation needs one

Major works apply when structure, volume or the number of dwellings change, and they reshape the team, the budget and the order of works.

When a renovation needs a major-works licence

In Barcelona, a major-works licence (llicència d’obres majors) is required when a renovation affects the structure, volume or configuration of the building: removing or altering load-bearing elements, adding floor area or volume, adding a storey, changing the number of dwellings or the use of the premises, or working on protected elements. An interior renovation that leaves the structure alone is usually handled by prior notification (comunicat), not a licence.

The exact category for your project is confirmed by the technical professional and the Ajuntament. How to tell major works from minor works is covered in a separate guide. This one is about the rest: what changes in the design, the budget and the schedule once a licence is needed.

Typical cases in flats and houses

In an Eixample flat, the most common case is opening the kitchen to the living room by removing a wall that turns out to be load-bearing. In older buildings many internal walls carry the floors, and you cannot tell by looking. The same group includes a new window in the façade, enclosing a balcony or gallery, joining two flats or splitting one, a mezzanine that adds usable floor area, or converting a loft space with changes to the roof.

In a detached house it means extensions, an extra storey, or changes to the structure or façade. If you are thinking of extending, start with what the planning rules allow for your plot.

What changes in the team

Major works require a technical design signed by a competent professional, with structural calculations wherever the structure is affected. Who is allowed to sign it is explained in a separate guide. For the duration of the works a direcció facultativa is appointed: a works director and a construction director, plus a health and safety coordinator.

Load-bearing walls and the façade are common elements of the building, so altering them needs the agreement of the comunidad de propietarios. That agreement is obtained before the application is filed, not while the works are already running.

What changes in the budget

On top of the construction cost come fees for the design and site supervision, the construction tax (ICIO) and the licence fee, and paperwork for construction waste management. The ICIO and the fee are calculated by the Ajuntament; the rest is confirmed with the technical professional and your gestor.

On site, items appear that a cosmetic renovation never has: temporary propping while a load-bearing wall comes out, steel beams, strengthening of floors. What can happen while the licence is being processed

While the application is under review: no demolition and no structural work. Starting without a licence exposes you to a stop order, fines and the cost of legalising what has already been done. The risks of renovating without a permit are covered in another guide.

The waiting time can still be put to good use. Detailing the interior design and specifications, choosing materials, ordering samples, finalising the quote and contract, planning deliveries. What should wait is ordering items whose dimensions depend on the design: if the Ajuntament asks for changes, the order would have to be redone. Processing time depends on the project and on the Ajuntament’s workload, and is confirmed when you apply.

Once the licence is granted, and at the end

The works follow the approved design to the letter. If something about the structure or volume changes along the way, the change goes through official channels, not a verbal agreement on site. The site supervision team keeps the site order book and signs off key moments, such as beams being installed before they are covered.

At the end, the direcció facultativa issues the certificate of completion (certificat final d’obra), and completion is notified to the Ajuntament. If the number of dwellings or the habitability conditions have changed, a new cédula de habitabilidad may be needed. If the floor area has changed, the land registry (Catastro) records are updated.

How it shows up in the contract

In the contract with the builder, the start date is tied to the licence being granted, and the quote to a specific version of the design. It is written down who prepares and files the documents, who deals with the Ajuntament and who is responsible for changes. Payments are staged, and the first stage after the licence is usually demolition and structural work.
