How long a building permit takes in Barcelona: realistic timelines

With an immediate notice work starts almost at once; major works can take months. Build the schedule on the actual procedure, not on a generic figure.

How long it takes, by procedure

The timeline depends on the procedure. With a comunicat immediat, once complete documents are filed, work can start almost straight away. With a comunicat diferit you must wait the period set by municipal rules before starting, provided the council raises no objection. With a llicència d'obres majors the process usually takes months, counting project drafting, review and any requests for more information.

Exact figures change over time and with the council's workload, so we do not give a fixed number. What we can explain is what stages the process has, what slows it down and how to plan the renovation so the wait does not eat the schedule.

The real timeline starts before filing

When people ask how long the permit takes, they usually think only of the council's time. But before that there are other stages: surveying the current state, defining what will be done, drafting the technical documents and, if common elements are affected, getting approval from the comunidad de propietarios, which may depend on the next general meeting.

For major works, drafting the project can take as long as the council review. And after the decision come paying fees, the skip permit and organising the site. Counting only the municipal stage gives a start date that is far too optimistic.

What slows down a file

The most common delay is a requerimiento: the council asks for missing or inconsistent documents, and the file stops until you respond. Drawings that do not match reality, insufficient photos or a vague works budget are enough to trigger one. Complete documents from day one save more time than any follow-up.

Other factors: a heritage-listed building, which adds a heritage review; changes in scope after filing, which require amending the application; and no agreement from the community when the works affect common elements. In the Eixample all three are frequent.

What you can move forward while you wait

The waiting time is the best moment to close the decisions that later slow down the works. Detailed design, choice of materials, kitchen, sanitaryware, doors and bespoke joinery: anything with long manufacturing lead times can be defined and ordered while the file moves forward. In the children's psychology centre we delivered in the Eixample in 2026 there were 24 concealed doors; elements like that cannot be improvised once work is under way.

You can also sign the contract with a start date tied to obtaining the permit, arrange temporary housing and notify the community. What you do not bring forward is the work that requires the permit.

How to build a realistic schedule

If your plan depends on a fixed date, such as the end of a lease, the family's arrival or the start of the school year, work backwards: move-in date, minus works duration, minus the procedure, minus preparing the documents. If the result is already in the past, it is better to know now than halfway through.

Add a margin to the administrative stage, especially if the works might end up classified as major or the building is heritage-listed. In the contract, the start date is expressed relative to the permit, not as a calendar day. That way neither side is tied to a date that does not depend on them.

If the works change once started

Sometimes the timeline stretches once work is already under way. If demolition exposes a damaged beam, or the client decides to move a bathroom that was not in the plan, the technician has to assess whether that fits within the procedure already filed or requires amending it. While that is clarified, the affected part of the works stops.

That is why it pays to fix the layout before filing and to check the structure thoroughly at the preliminary visit. Every change of scope after filing costs administrative time on top of the building cost.

Where to check the status and how we keep you informed

The Barcelona City Council's electronic office and your filing receipt show the status of your file. The technician who filed it is the person best placed to tell you what is missing and when a reply is expected, better than any average figure.
