
What it is
The comunicat immediat d'obres menors is a notification to Barcelona City Council for small works inside a home that lets you start as soon as it is filed, without waiting for a decision. It covers finish-level renovations: painting, replacing tiles and flooring, swapping sanitaryware and kitchens without moving connection points, and without touching the structure, the facade or the building's shared services.
Responsibility for the works genuinely fitting this regime lies with whoever files the notification. The council can inspect later.
Which jobs usually fit
A typical case is an Eixample flat whose owner wants to refresh the kitchen and bathroom without changing the layout. The old tiles come off and new ones go on, the WC and basin return to the same positions, the kitchen units are replaced with a new set in the same configuration, and the rooms get parquet. If partitions, stacks and facade windows stay untouched, it is a candidate for the immediate notification.
The exact list of works is set by the municipal ordinance, which is updated from time to time. So before filing, the scope is checked against the current version on the council website, not against a neighbour's experience from years ago.
Where this regime stops
As soon as the renovation moves a partition, relocates the bathroom or kitchen, or affects beams, stacks, the facade or common areas, the immediate notification is no longer enough. Then you need the deferred notification or a major-works licence, which we cover in other articles.
The line is not always visible from outside. A partition that looks lightweight can be carrying load from the floor above in an old building. Moving a basin half a metre can mean a new drainage run to the stack. So the regime is decided with the plan in front of you and after seeing the property, not from a phone description.
How it is filed
It is filed online through the council's electronic office or in person at a service office. Usually you need a description of the works, the address and owner's details, the quote and photos of the current condition. Some jobs may require a document signed by a qualified technician.
On filing, the municipal works tax and a fee are generally payable. The amounts and the exact set of documents are confirmed with the council before you file.
A skip on the street and scaffolding on the facade are handled separately: they occupy public space, and a notification for interior works does not cover them.
What to keep on site and on file
A copy of the filed notification, with its date and registration number, should be kept on site: an inspector, the building administrator or the neighbours may ask for it. Keep the before photos too.
The set is useful later. When you sell the flat, the buyer or their lawyer may ask what works were done and under which regime. A new kitchen and bathroom with no paperwork gives them one more argument to push the price down. With the notification, the quote and the photos, the question is settled in a minute.
The same papers help if you start another phase of work a few years later. The new technician can see what was filed and when, instead of reconstructing the flat's history from guesswork and other people's memories.
Common mistakes
Filing an immediate notification for painting and tiling, then knocking down the kitchen-living room partition "while you're at it". The actual works fall outside the regime, and an inspection spots it straight away.
Not telling the comunidad de propietarios. The notification to the council does not replace agreements with the building about the lift, noise and debris.
Carrying over experience from another municipality. Castelldefels, Sitges or Sant Cugat have their own procedures and names, and what goes through the immediate notification in Barcelona may be handled differently there.
