Hidden costs in a renovation: what is often left out of the quote

What most often sits outside a renovation quote: permits, logistics, hidden services, utility connections and everything that is not building work.

What is usually left out of the quote

The costs most often left out of a renovation quote fall into five groups: municipal permits and fees, site logistics (skip, protection, use of the public street), old services that appear when walls are opened, utility connections and certificates, and everything that is not building work, such as furniture, appliances or temporary housing. None of them is a trick in itself; the problem is discovering them late.

The way to avoid that is simple: ask for the quote to state in writing what it does and does not include for each of these groups. Whatever is not written down, you will end up paying for separately.

Permits, fees and professional fees

Almost every renovation in Barcelona needs a municipal procedure, and with it come the fee and the construction tax, both calculated on the works budget. If the renovation requires a technical project, there are also the architect's or building surveyor's fees for drafting it and sometimes for site supervision. The exact amounts are confirmed by the ayuntamiento or your gestor; what you need to know beforehand is who pays them.

Some firms include the paperwork in their service and pass on only the fees; others include nothing and you find out at filing time. Also ask whether the quote allows for a cédula de habitabilidad or a completion certificate, where the works require one.

Site logistics: skip, protection and the building community

A skip on the street needs a permit to occupy the public way, and in narrow city-centre streets it sometimes does not fit, so rubble has to be taken down in bags over many trips. Protection for the lift, entrance and stairwell, which many comunidades de propietarios require, also has a cost, as does daily cleaning of shared areas.

Some communities also ask for a deposit or insurance before work starts, or restrict loading hours. In an Eixample flat without a goods lift, carrying materials up to a fourth floor by the stairs shows up in labour hours. All of this can be anticipated at the visit if the contractor asks about the building.

What turns up when walls and floors are opened

In older buildings it is common to find galvanised iron or lead pipes, wiring without an earth, fibre-cement downpipes, timber beams damaged by damp or floors that are not level. In 1970s and 1980s houses on the coast, damp on the ground floor and uninsulated roofs.

A good quote does not ignore these risks: it identifies them at the visit and includes them as conditional items with unit prices, so if they appear you know in advance what they will cost. On top of that, in a job that opens walls or floors in an older building, it is reasonable to set aside an extra margin of 10–15% on top of the quote. Utility connections, power supply and certificates

A kitchen with an induction hob, oven and an aerothermal heat pump may need more electrical power than the current contract allows. Increasing it requires an electrical installation certificate issued by an authorised installer and a procedure with the distribution company, with its own cost and timing. The same applies if the gas supply is cancelled or the meter is moved.

These steps are not handled by the building contractor alone and often do not appear in the quote. Ask who issues the electrical certificate, whether dealing with the utility company is included, and what power the home will need after the renovation.

Everything that is not building work

Kitchen units, appliances, light fittings, curtains, bespoke wardrobes, high-end sanitaryware: depending on the firm, they are in or out. Always compare what each quote includes, because a price per square metre without the kitchen cannot be compared with one that includes it.

On top of that come living costs during the works: temporary rent, storage for furniture, moving twice. In a full renovation of a flat like Urgel in the Eixample, 109.80 m² with four bedrooms, living inside during the works is not realistic, and those months away are part of the real cost even though they appear in no building quote. VAT is another item to confirm; our indicative prices are given excluding VAT.
