
What a comunicat immediat is and whether you can do it yourself
The comunicat immediat (immediate notification) is the regime that Barcelona's works ordinance, the ORPIMO, applies to type II minor works. The typical case is an interior renovation that changes the layout of a flat or shop without touching the building's structure, or repairs to a facade, courtyard or roof terrace on a building that is not protected. The point of this regime is that you do not wait for a decision: you file the documents in the City Council's electronic registry, pay the fee and the ICIO tax, and you can start.
You can file it yourself as the owner of the works, online through the Oficina Virtual de Tràmits or in person at an Oficina d'Atenció Ciutadana (OAC) with an appointment. What you cannot do alone is sign the technical package: the project has to be signed by a qualified technician, and you need an informe d'idoneïtat tècnica (technical suitability report) issued by an approved collaborating entity. In practice, doing it yourself means you run the procedure, sign the application and pay, while an architect or building engineer prepares the technical part.
When you need it and when you don't
You need a comunicat immediat if, for example, in an Eixample flat you want to knock down a non-load-bearing partition to join the kitchen and living room, move the bathroom or rearrange the bedrooms. According to the ORPIMO, this regime also covers works that touch the structure only at specific points, repairs to facades, courtyards and roofs on unprotected buildings, signs and awnings on a shop, downpipes and chimneys, and, in a detached house, changes to layout, structure or facade without adding volume or changing the use.
You don't need it if the work doesn't change the layout, structure or facade and the building is not listed (protection levels A, B, C) or classed as level D. Replacing floors, tiles, kitchen units or bathroom fittings in the same place falls under the assabentat regime (simple notice): it is free, no documents are required, the prior consultation issues the document directly, you can start the next day and you have three months to finish. On the other hand, if you renovate two or more flats in the same building at once, or the building has a protection level, you move to a comunicat diferit; and a change of use, new dwellings or a global structural intervention need a major works licence.
A note for houses outside the city: the ORPIMO only applies in Barcelona. If the work is in Castelldefels or another town in the province, each council has its own ordinance and procedures. In Barcelona you don't choose the regime yourself: the mandatory prior consultation determines it.
What to prepare and who does it
You provide the basics: the property's cadastral reference (you can get it from the Cadastre's online office), your name, DNI or NIE, mobile number, email and the material execution budget of the works. If a representative or a tenant makes the consultation, the owner's name and ID are needed too.
For interior renovations that change the layout, annex 5 of the ORPIMO says the technician prepares the signed project with technical report, drawings and budget; a responsible declaration taking on the works; and the health and safety study or basic study, with the appointment of a safety coordinator where Royal Decree 1627/1997 requires one. Facade work adds colour photos, and works that touch the structure at specific points add a declaration of soundness and safety.
You sign the owner's responsible declaration on temporary rehousing and return duties, with a description of how the building is owned and a list of its legal occupants and owners. Finally, the technical suitability report: it is issued by collaborating entities approved by the City Council, including the Barcelona college of building engineers (Col·legi d'Aparelladors), the Catalan architects' college (COAC), the industrial engineers' colleges and several private inspection bodies listed on the Oficina Virtual. The technician usually orders it. Keep its reference number, which looks something like ART-2026-XXXX, because the form will ask for it.
Step by step: how to file online
First, the prior consultation. On the Oficina Virtual, find the procedure "Consulta prèvia per a la tramitació d'expedients d'obres o d'instal·lacions de radiocomunicació", fill in the form with the cadastral reference and the budget, and confirm. It is free, tells you which regime applies, and gives you a document checklist and a consultation number valid for six months. Whoever files the case afterwards must be the same person who made the consultation, because the number is tied to their ID document.
Second, with the checklist in hand, the technician prepares the project and obtains the technical suitability report. Third, open the procedure "Tramitació d'expedients d'obres o d'instal·lacions de radiocomunicació (llicència, comunicat o actuació d'urgència)" and click Iniciar el tràmit. You log in with idCAT Mòbil, Cl@ve, an electronic DNI or a digital certificate, enter the consultation number and the report number, attach the PDFs and sign the application electronically.
Fourth, the system generates the self-assessment for the fee and the ICIO tax. You can pay inside the same procedure by card or Bizum, or print the payment slip and pay at Banc Sabadell, Banco Santander, BBVA or CaixaBank. Download and keep the registry receipt, the admission document and the payment receipt. If you would rather go in person, book an appointment at the OAC of the district where the works are. Companies, organisations and professionals must file online.
What it costs and what happens next
According to the City Council's procedure page (updated in 2026), the urban planning services fee for a minor works notification is 51 euros if the work comes with a technical project and 43 euros if it comes with technical documentation. On top of that comes the ICIO tax: 4% of the material execution budget, a rate confirmed by tax ordinance 2.1 approved for 2026. The suitability report is paid separately to the entity that issues it. The payment slip is valid for three months from issue; if it expires, no duplicate is issued and you have to request the case again.
Once you have paid, you can start. The works must be finished within six months of the start date you stated, and that date cannot be more than three months after you became entitled to start. If you need more time, the ORPIMO allows the period to be extended by half, provided you notify it with a justification before it runs out.
The City Council may review the file afterwards. If the works don't fit this regime, breach the rules or the information is inaccurate, it will declare the notification ineffective and you will have to stop. In areas where licences are suspended, the review takes a month before you can start. It is wise to keep a copy of the admission and the payment at the site in case an inspector visits. If the real cost ends up different, the ICIO has to be adjusted.
Common mistakes and how to avoid them
The most expensive mistake is treating a job that changes the layout as a simple notice: the assabentat does not cover moving partitions, and the work would have no permit behind it. The second is having one person make the prior consultation and another file the case, for example the owner and then their partner or the architect; the holder and the representative must match, or the consultation has to be amended. It also happens that the consultation expires after six months while everyone waits for the project.
Other frequent slips: finding out late that the building has a protection level, which is common in the Eixample and Ciutat Vella; declaring a budget lower than the real one, which then surfaces in the final ICIO settlement; letting the payment slip expire; and starting before paying. Remember too that the council permit does not replace the owners' association's consent when the work affects common elements.
