Cèdula d'habitabilitat: how to apply yourself, step by step

You need a cèdula d'habitabilitat to sell, rent out or connect utilities. A technician signs the certificate, but you can file the application yourself.

The short answer: what it is and who files it

The cèdula d'habitabilitat (habitability certificate) is an administrative document issued by the Generalitat de Catalunya. It confirms that a flat or house meets the minimum standards to be lived in. For an existing home it is called the cèdula de segona ocupació (second occupation), and that is what this guide covers.

The owner, the property manager or an authorised representative can file the application. What you cannot do without a professional is the certificat d'habitabilitat, the technical report that comes first: only architects, technical architects, aparelladors or building engineers can sign it. In Barcelona city, applications are handled by the offices of the Consorci de l'Habitatge de Barcelona, and online filing goes through the Tràmits gencat portal. The fee is small and the procedure is straightforward, so once the technician has produced the certificate, you can easily handle the rest yourself.

When you need it and when you don't

You need the cèdula to sell, rent out or hand over the use of a home, and to connect water, electricity, gas and telecoms. Under article 26 of Llei 18/2007 del dret a l'habitatge, the seller must give it to the buyer. The law allows the buyer to expressly waive this when a technician's report confirms the home will be able to obtain a cèdula once renovation work is done.

A cèdula is valid for 15 years. Say you bought a flat in the Eixample ten years ago and plan to rent it out after a cosmetic refurbishment. Check the issue date: if it is still valid, there is nothing to file. If it has expired, or the flat never had one, which is common in older buildings, you need a new one. If you have simply lost the paper, there is a separate procedure, «Còpia de cèdula d'habitabilitat vigent», to get a copy of a valid cèdula.

After deep works the route changes. If you merged or split flats, changed the use (an office turned into a home, for example) or completely redistributed the layout, you need a cèdula de primera ocupació per rehabilitació, the first-occupation certificate after rehabilitation. It is usually handled by the technician who signed the project. A new house in Castelldefels also gets a first-occupation cèdula once construction ends, not a second-occupation one.

What to prepare and who does what

The key document is the certificat d'habitabilitat de segona ocupació. The technician writes it after visiting the home: they measure floor areas and check ceiling heights, natural light and ventilation in each room, the bathroom, the kitchen and the building services against Decret 141/2012. The certificate is valid for 12 months from the date it is issued, so the application has to go in within that window.

The application (sol·licitud) goes in with the technician's certificate and, if you have them, the number of the previous cèdula or the case number for officially protected housing. On Tràmits gencat the procedure is split by construction date: homes built before 11 August 1984, between 11 August 1984 and 3 November 2012, and later. The requirements and paperwork depend on that, and for older buildings you may need to prove the age of the property. Pick the right option together with your technician. If someone other than you files, they need a signed authorisation (representació).

The roles are simple. You choose the technician (the Col·legi d'Arquitectes de Catalunya and the Col·legi d'Aparelladors i Arquitectes Tècnics de Barcelona both have directories), give access to the property and pay the fee. The technician drafts and signs the certificate and, if you ask, can file the application for you.

How to file: online or in person

Online. Open the «Cèdula d'habitabilitat de segona ocupació» page on tramits.gencat.cat, choose the option for your construction date and go to the filing step. You will need a digital ID: idCAT Mòbil, Cl@ve or a digital certificate. Upload the application and the technician's certificate as PDFs, sign and submit. Filing online gets a 30 % discount: according to the procedure page on the Generalitat website in 2026, the fee is 14.65 € per home, and you have 48 hours to pay it. Keep the registration receipt (justificant); you will use it to track the case.

In person. Private individuals can also hand in the paperwork at an office. In Barcelona these are the Oficines de l'Habitatge run by the Consorci de l'Habitatge; check addresses and book an appointment on habitatge.barcelona or ask by calling 010. In person the fee is higher, 20.90 € according to the same page, and the payment slip (carta de pagament) is valid for 7 calendar days. Self-employed people, companies and other professionals must file online.

Outside Barcelona, in Castelldefels for example, the online route is the same. The office for in-person filing is listed on the procedure page.

After filing: deadlines and requests

The administration has 30 working days to decide, counted from when it receives the application with complete documentation. If something is missing you will get a requeriment (request for documents), and the clock stops until you reply. Answer through the same portal and within the stated deadline, otherwise the case may be closed. The cèdula itself is issued electronically.

Keep it with the property documents and give a copy to the buyer or tenant; a rental contract usually quotes its number. If the application is refused, the decision will explain why, typically a room falling short on floor area, ceiling height or ventilation. Your technician will tell you what to fix; after the work they issue a new certificate and you apply again.

Common mistakes

Filing a technician's certificate that is more than 12 months old. It will have to be redone, which means another visit and another bill.

Mixing up second and first occupation. If the works changed the number of homes or the use of the space, the second-occupation cèdula does not apply and the application will come back.

Picking the wrong construction-date option and then getting a request for documents you do not have. Check the date in the Cadastre or in your title deed before you file.

Forgetting to pay. Online you have 48 hours, and without payment the case does not move.

Leaving it until just before you rent or sell. Thirty working days is roughly six weeks; put that in your plan, especially if your Eixample flat already has a tenant lined up.
